Update: app developer was very responsive, going to increase from 1-star to 3-stars. The 3 levels of percentages are saving now, problem was a verbiage field above that has nothing to do with percentages can't be blank when the whole screen is saved, he put up a pop-message saying that field can't be blank when you try to save it.
