Perhaps there's a misunderstanding.
There is a separate campaign for adding gift wrapping called one-click upsells, which allows you to add gift wrapping (for free or for extra charges). The free gift for cart goals or for Buy X Get Y campaign is meant to bundle free items as an incentive to buy more. Hence if they buy more and become eligible, more gift items may be added to the cart.

An exceptional app for cart customization. The support team, especially Sujil, did an extraordinary job with the customizations I requested.
