These dirty SOBs added a paid plan after the shopify email went out that allows you to only show the button to EU countries. That was available in the free plan before the shopify email went out.
Evil scammers.

Hi,
just to clarify: merchants never lost access to the EU-country display setting or any other free feature they already had access to. We do not charge existing users for features they already had access to.
We also reached out to you by email to clarify this, but unfortunately did not receive a response.
We do understand that plan-related changes can cause confusion.
