Combine them in AND/OR restriction groups, add surcharges per zone, shipping class or method, and stack rate tiers up to a free-shipping threshold. Before going live, run any cart through the preview and see per rule which criterion failed. Your rules, zones, methods and classes are stored as metaobjects in your own Shopify store.
