AddressFence: PO Box Guard

Native checkout rules only see the shipping address. AddressFence also checks billing.

Shopify now blocks PO boxes, lockers and ZIP patterns natively, on the shipping address only. AddressFence covers what that leaves out. Billing address: block PO boxes, lockers, ZIP and region on billing - fields the built-in rules cannot target. Street number: the Address Blocker rule that was not migrated. Blocks a street line with no number in it. Plus exceptions, allowlists, exact/prefix/range/wildcard ZIP matching, a simulator, and versioned publishes with rollback.
