Customers build their own bundle. It becomes one discounted line in the cart and at checkout.

Point a step at a collection you already keep — nothing is written to your products, and anything you add later joins on its own. Qualifying items merge into one discounted line with the name you chose, while the components stay on the order underneath, so refunds, picking and reporting still work on the real products. The saving is built into that line rather than applied as a code, so it uses none of your 25 discount slots. And you can see what a customer would pay before anyone can buy it.
