I noticed that there is supposed to be a free plan available, but when I click on the app, it only shows a prominent $14 price for the Pro plan. It's quite strange that there isn’t an option for anything other than the Pro plan, especially when the free plan is advertised

Deceptive pricing is forbidden by Shopify's terms and not allowed. The plan you are referring to is labeled "Free for Development Stores". This is specific to stores that are built by Shopify Partners. Once those types of stores upgrade to paid plans in Shopify, they are asked to start paying for the app as well. Anyone can create a Partner account and free development store and many apps follow this same model to support the development ecosystem.
