BOGOS: Free Gift Bundle Upsell

I had an issue with my promotional offers where both free gifts were being added to the cart when customers bought three products. Offer 1 (Buy 2, get a free headband) worked fine, but when customers added 3 items, both the headband and sling bag were being added automatically I only wanted the sling bag to apply.
