Hextom: Quick Announcement Bar

We find this app extremely useful, especially being able to schedule when the bar appears. Very handy for Black Friday/Cyber Monday campaigns. Nice customisation options and the ability to keep previous bars with analytics as well as duplicate is wonderful.
