Tried a few of these. Hextom's quick announcement bar is really simple and easy-to-use. Don't take my word for it though -- super easy to experiment with very quickly. Takes <60 seconds to set something up. Give it a shot.

I used this app to help me put up a text banner. I got it done in less than 15 minutes and was live instantly.
