Need the ability for the app to actually not message on the phone when the hours are set to off or unavailable.

Thanks for your review! We have shared your idea of snoozing notifications during unavailable hours with our product team.

In the mean time, you could try snoozing notifications on your device during certain hours. On iOS this is set under the "Focus" settings (i.e. you can silence only the Inbox app during specified hours). On Android this should be called "notification snoozing".
